Types of scooter Insurance in the netherlands (WA, WA+, All-risk)

In the Netherlands, a scooter insurance is similar to car insurance and comes in three main tiers of coverage​. Understanding these options will help you choose the right protection for your needs and budget:

  • Wa (wettelijke aansprakelijkheid) – third-party liability: This is the mandatory minimum coverage. WA insurance covers damage or injury you cause to others with your scooter​. It will pay for others’ property repairs or medical bills if you’re at fault. However, it does NOT cover any damage to your own scooter or your own injuries. If your scooter is older or low-value, WA might be sufficient, but remember it won’t pay anything for your own losses.

  • WA+ (beperkt casco / limited casco): WA+ insurance includes all the third-party liability of WA, plus coverage for specific risks to your scooter. With WA+ (sometimes called “WA plus limited hull”), you are covered if your scooter is stolen or damaged by events like fire, storm, or vandalism​. It often also covers broken locks or helmets in a theft or damage incident. However, WA+ still does not cover accidental damage to your own scooter from a collision that is your fault. In other words, if you crash the scooter, your own repair costs are not covered under WA+​. WA+ is a popular middle option for scooters that are a few years old or where you want theft protection without paying for full all-risk insurance.

  • All-risk (volledig casco / full casco): All-Risk is the most comprehensive scooter insurance. It includes everything in WA+, and additionally covers damage to your own scooter even in an at-fault accident​. This means if you collide with something or skid and damage your scooter, your insurance will pay for your repair. All-Risk (full hull) also typically covers any other sudden external calamities and vandalism​

    This coverage is wise for new or high-value scooters, as well as for e-scooters, where repair costs or theft risk is high. It is the most expensive option but offers peace of mind that virtually all scenarios are covered.

In summary, WA covers only others’ damage, WA+ adds coverage for theft and non-collision damage, and All-Risk covers your own accident damage as well​. Expats should note these Dutch terms: WA-verzekering (liability only), WA+ beperkt casco (limited casco), and volledig casco or allrisk (full coverage). Pricing Note: The “from €X per month” starting premiums above are indicative for a basic scooter and an experienced rider. Actual premiums vary based on factors like your age, driving history, scooter type and value, postal code, and chosen deductibles​.

For example, insurers often charge a bit more for a faster bromfiets (45 km/h) than for a slower snorfiets (25 km/h). On average, insuring a slow scooter can be under € 10 per month at liability-only​, whereas a full All-Risk for a newer, high-speed scooter might be €20+ per month.

Common coverage options and add-ons

When comparing Dutch scooter insurance policies, look at the details of what’s covered. Beyond the main WA/WA+/All-Risk tiers, insurers often include or offer add-ons for specific coverage areas. Here are common coverage options and extras to consider:

  • Third-party liability (WA): Covers bodily injury and property damage that you cause to others. This is included in all policies by default (and is the only coverage in WA-only insurance)​. It typically provides a high coverage limit (millions of euros) since medical or liability claims can be large. This does not cover any of your own injuries or damage.

  • Theft and vandalism: Protection against your scooter being stolen or deliberately damaged. This is included in WA+ and All-Risk plans, but not in WA-only​. If your scooter is stolen, the insurer will pay you its value (often the current market value or replacement value). Vandalism (intentional damage by others) is usually covered only under All-Risk (some insurers include it in WA+; always check). Theft coverage almost always comes with conditions – see security requirements below.

  • Fire and storm damage: Also included from WA+ upwards. If your scooter is damaged or lost due to a fire, lightning strike, or severe weather (storm, hail, flooding), the insurer will cover it​. For example, if a storm blows a tree onto your parked scooter, WA+ or All-Risk would pay for the repairs or loss.

  • Accident (collision) damage to your scooter: This refers to damage to your own scooter from a collision or accident that you cause. This is only covered under All-Risk insurance​. Neither WA nor WA+ will pay for repairs to your scooter if you crash into something; only an All-Risk policy will cover your mopeds damage in that case. If you have an expensive scooter or you depend on it daily, this coverage is important.
  • Roadside assistance (pechhulp): An optional add-on that provides help if your scooter breaks down or if you have an issue on the road (dead battery, flat tire, etc.). With roadside assistance, you can call a helpline and get a mechanic or towing service dispatched. Some insurers (e.g., Univé) let you add this for a few euros per month. If you rely on your scooter for commuting, this can be a worthwhile addition.
  • Passenger accident insurance (opzittendenverzekering): An optional personal accident policy covering the rider and/or passenger.   • Accessory coverage (helmets, locks, etc.): Many insurers automatically cover certain accessories under WA+ or All-Risk. For instance, a helmet and ART lock might be insured against theft or damage (often up to a limit). Centraal Beheer, for example, includes helmets and other accessories in their limited and full casco policies with no extra limit. If you’ve added custom parts or an expensive top-case to your scooter, check if you need to declare it or if it’s covered by default.

Yes. If you own a scooter (brommer or snorfiets) in the Netherlands, you are required by law to have at least a WA (third-party liability) insurance​.

These are the three levels of coverage for motor insurance. WA (Third-Party) covers only damage you cause to others (it’s the cheapest and the minimum legal requirement). WA+ (Limited Casco) covers third-party damage and certain damage to your scooter, like theft, fire, or storm damage​.

The cost depends on many factors: your age, location, scooter model, its value, your claim history, and the coverage type. For an experienced rider with a basic 50cc scooter, WA insurance might start around €8-€12 per month.​

 

You can insure a scooter in the Netherlands even if you have a foreign driving license, as long as you are legally allowed to ride that scooter (in NL, a car license B or bike license AM is needed for 50cc mopeds). Many insurers will insure you with an EU or international license, especially if you are a resident.

If you have theft coverage (WA+ or All-Risk), yes – you are required to use an ART-approved lock (usually category ART3 or higher for scooters) whenever the scooter is parked unattended.

Make sure everyone is safe and call emergency services if needed. Then, document the accident. Fill out the European claim form (schadeformulier) with the other party at the scene​.

Passengers (your pillion rider) are not automatically covered for injury by the basic WA/WA+/All-Risk policy. The liability insurance (WA) covers others you hit, but if your own passenger is injured in an accident that is your fault, that’s not covered unless you have a passenger or accidents insurance.

Liability insurance follows the vehicle in the Netherlands, so if you lend your scooter to someone and they have an accident, the scooter’s WA insurance should cover damage to others. However, coverage for your scooter’s damage (if you have WA+ or All-Risk) can be affected. Some insurers have clauses or higher deductibles if the rider at the time of the accident was not the regular policyholder or is a young rider​.
